After a decade of advocacy by the Downtown Industrial BID, the City gave its final approval to the Community Plan Update in December. The Update, known best as DTLA 2040, is the plan that governs development and zoning for all of the downtown area from the 110 Freeway to the LA River. 

Our advocacy, joined by a number of skid row non-profit organizations, moved this plan to incorporate an historic zoning change for the properties on 5th, 6th and 7th Streets, San Pedro St. and Central Ave. within the BID. Those parcels will now be aligned with the zoning throughout the rest of downtown for any future market-rate mixed-use developments rather than maintaining the isolated zoning (“containment policy”) that had been in place for decades. 

The final plan also incentivizes a prioritization of desperately needed community benefits for our area. The question of future zoning of our BID area was one of the most contentious parts of the plan. With this approval, while not perfect, sets the stage for a more positive future for our area.
